WCC 90.060 lets the franchise holder collect an additional charge for any containers of garbage, rubbish or waste matter beyond the regular residential service. Residents wanting to self-haul bulky or excess waste may obtain an exemption permit from the district health officer (WCC 90.037(3)); permit holders must haul to an approved disposal site not less than every 7 calendar days and keep loads tightly covered during transport (WCC 90.037(3)(b)-(c)). Rubbish is defined as nonputrescible solid waste - ashes, paper, cardboard, wood, glass, crockery or plastics (WCC 90.020). Extra or oversized items are handled through the franchised hauler (Waste Management) or the county's transfer/landfill facilities.
Allowing garbage, rubbish, or waste matter to accumulate on premises is unlawful under WCC 90.100; self-haul permit holders failing to show weekly disposal proof owe the full bill and may lose the exemption.
