Dumping garbage, waste, or sewage on public or private land is illegal under both Washoe County Code (WCC 90.110) and Nevada law (NRS 444.630); a first offense is a misdemeanor, escalating to a gross misdemeanor with jail for repeat offenders.
WCC 90.110 makes it unlawful for any person to dump, spill, throw, place or bury any garbage, rubbish, waste matter, or deleterious or offensive substances in any land, lot, street, highway, gutter, alley, water, stream, canal or ditch within Washoe County. State law reinforces this: NRS 444.630(1) prohibits placing, depositing or dumping sewage, septic effluent, or solid waste on any street, public property, or private property. Penalties escalate - a first offense within two years is a misdemeanor, a second is a gross misdemeanor (14-364 days jail), and a third is a gross misdemeanor (364 days). NRS 444.555 further restricts unattended municipal disposal-site use to residents and non-commercial tourists (misdemeanor).
NRS 444.630(3) requires a convicted natural person to clean up the dump site and perform 10 hours of community service, plus any civil penalty under NRS 444.635, on top of the criminal penalty.
