Spokane residents can dispose of bulky items through the Clean Green and annual Spring Clean-Up programs, or by self-hauling to the Waste-to-Energy Facility. Bulk items placed at the curb outside approved programs are illegal dumping.
Spokane does not offer routine curbside bulk pickup. Instead, residents have several disposal channels. Single-family customers receive free annual bulk vouchers good at the Waste-to-Energy Facility on Geiger Boulevard and the North County Transfer Station. Items accepted include furniture, mattresses, appliances (refrigerant must be removed and certified), and scrap metal. Tipping fees for uncovered loads are doubled. The Neighborhood Clean-Up program held each spring allows registered neighborhood councils to host dumpster events where residents can drop off bulk items free. Electronics and appliances must use E-Cycle Washington or Appliance Recycling programs. Tires are accepted at the WTE for $3 each. Hazardous household waste goes to the Moderate Risk Waste facility at the WTE complex. Dumping mattresses, furniture, or appliances on the street or in alleys is illegal dumping prosecuted under SMC 10.08.
Illegal dumping: $500 to $5,000 plus cleanup costs and possible criminal charges under RCW 70A.200.060.
