Orange County, FL Trash & Recycling: Collection Schedule (2026)

The obligation in § 32-160(a) runs in both directions. A covered person must accept the full service Orange County provides, and must also actually use it, disposing of and recycling the residential waste materials and designated recyclables generated on the property only through that full service. Accepting the service while quietly routing waste elsewhere violates the section just as refusing the service would.

Coverage is broad in who it reaches. The text applies to "all persons owning or possessing property," so occupants in possession of a property are bound along with its owners. What triggers the duty is the property's entitlement to full solid waste and recycling service; under the county's program that means eligible single-family homes, small mobile home parks, and small multifamily buildings.

There is no opting out to hire an independent hauler. A covered household cannot decline the county's franchised collection and contract privately instead. The section also requires compliance with the relevant provisions of the article and with the program requirements, so the county's operational rules for the service bind covered properties as well.

The only room the rule leaves for self-hauling is narrow: an owner may occasionally haul waste generated on the owner's own property to a disposal site. Regular self-hauling in place of the county service does not satisfy the mandatory service requirement.
