06(a)(1), from Act 81-450, restricts residential solid waste collection to "county franchised collectors possessing valid permits," with service fees set by resolution or ordinance of the Mobile County Commission; a franchised collector proposing a fee increase must publish notice, apply in writing to the Solid Waste Management Advisory Board, and get the board's recommendation before the commission votes. 06(a)(2)a sets the baseline schedule: "All residential wastes, except for rubbish, shall be collected and removed at least twice per week. " The subsection adds that "pickups shall not be reduced by holidays," though a pickup normally falling on a holiday may be rescheduled if the county commission approves, and the collector must give residents at least five days' notice of any rescheduling by a one-time display ad in a daily newspaper circulating in the county.

Collectors must handle waste receptacles carefully, empty and return them upright with lids on at curbside, and clean up anything they spill. A collector may refuse to service a customer who violates the part, and is not required to collect waste not generated by that customer or any nonresidential waste under the residential schedule. 06(b)(1), scheduled to avoid interfering with rush-hour traffic.
