Yes. Punta Gorda is the only incorporated city in Charlotte County, so Port Charlotte, Englewood, Rotonda and South Gulf Cove all sit in the unincorporated Sanitation Unit created by County Code § 4-4-17. Every residential owner there must subscribe to the franchised hauler under § 4-4-27(a)(1); there is no separate city trash department to opt into instead.
