Franklin Township, PA Trash & Recycling: Collection Schedule (2026)

The Township's Refuse Ordinance, Ord. 89-08B adopted December 18, 1989 and amended by Ord. 2009-05 on August 19, 2009, is codified at Chapter 20, Part 1 of the Franklin Township Code. Section 20-103, Collection and Disposal, is the mandatory-service backbone: it does not create a township collection calendar or municipal fleet, but it locks down where hauled waste can legally go. Refuse accumulated on any property in the Township and transported off that property must be collected, conveyed and disposed of only at a landfill approved by the Pennsylvania Department of Environmental Protection and operated by the Southeastern Chester County Refuse Authority (SCCRA), or at another facility the Chester County Solid Waste Management Plan specifically designates to receive Franklin Township waste.

That means a resident's hauler cannot legally dump township refuse at just any tipping site; the destination itself is regulated, not merely the container at curbside. Enforcement runs through § 20-105, which applies to the whole of Part 1: any person, firm or corporation violating any provision of the Refuse Ordinance is prosecuted before a Magisterial District Judge under the summary-offense procedure in the Pennsylvania Rules of Criminal Procedure. The fine runs not less than $25 and not more than $1,000 plus costs, and unpaid fines and costs can convert to up to 90 days in jail.

Each day a violation continues, and each separate section violated, counts as its own offense, so an ongoing failure to route waste to an approved facility can compound quickly. Section 20-106 separately requires compliance with all applicable state and township solid-waste laws and preserves any future recycling-separation mandate.
