20, added by Act 2025-228, lets the Lee County Commission grant an additional exemption, on top of whatever the state already allows under Ala. Code Section 22-27-3, from the mandatory solid waste collection program fees to any household whose total income does not exceed 75 percent of the federal poverty level, and it authorizes the commission to adopt implementing rules or an ordinance to carry that out. Section 45-41-171, from the older Act 87-508, gives the Lee County Board of Health authority to annually fix a schedule of fees covering the actual cost of the services it performs for the county under law or regulation, effective once the county commission approves it.

The Board of Health can also promulgate its own rules, including furnishing services free to documented indigent residents and setting terms for personal health service fees, permits and inspections. All fees collected are paid to the County Health Officer, deposited in a county depository, and spent on operating the county's public health services, and those funds can be matched with money from other sources. Neither section prints an actual pickup day or route; the mandatory program's day-to-day collection schedule is set operationally through the county's waste-hauling arrangement, so residents confirm their specific route through the Lee County Commission office rather than the code itself.
