Bozeman's dumpster rules sit in Article 2 of Chapter 32 of the Bozeman Municipal Code, and they describe a city-run program rather than a private-vendor permit scheme. Section 32.02.010 defines a dumpster as a solid waste container owned by the city and used in the dumpster collection system. Dumpster collection service is solid waste collection by the city using a collection vehicle to empty the dumpsters. A commercial account is any place or premise used for nonresidential, business or professional purposes only that uses solid waste collection and disposal services provided by the city.

Section 32.02.040(A) sets the container requirement. For dumpster collection accounts, all solid waste will be placed in a dumpster provided by the city. Under § 32.02.030 dumpsters can be collected daily or weekly depending on need, which is a faster cycle than the weekly baseline for totes.

Subsection D of § 32.02.040 protects the account holder. It is unlawful for any person or business to dump or place solid waste in a solid waste container belonging to another person, or upon any other premises, without the consent of the owner of the container or premises.

Pricing is tied to the dumpster itself. Under § 32.02.060, the city commission sets the collection rate each year by resolution, and the dumpster collection system rate is based on a base rate, the size of the dumpster, the frequency of pickup and any applicable special fees. Additional or excess waste is billed at a special pick-up rate based on the type and amount of waste. Fees appear on the monthly water and sewer statement and become delinquent if not paid by the 15th of the month in which the bill is received.

If a dumpster account keeps overfilling or misusing the container, § 32.02.030 lets the director of transportation and engineering post a violation notice, require correction within 24 hours, and, after a repeat within six months, require a move to the next size container with matching charges. Chapter 32 sets no roll-off placement standard, and § 32.02.120 lets the city contract with private haulers.
