060 requires a designated solid waste storage and collection area whenever a building permit is sought for a new or expanded commercial or industrial building or public facility, a new or expanded residential building with five or more living units, or a residential subdivision where waste is stored for collection at a spot serving five or more units. That area has to have a paved surface and be easily accessible to solid waste collection vehicles, and it must be properly designed and sized to hold storage containers, meaning dumpsters or roll-off boxes, sufficient for the volume of waste the proposed land use will generate.
