Erie, PA Trash & Recycling: Dumpster Rules (2026)

Codified Ordinances § 1129.03 lists Temporary Dumpster Permit Required as QOL-10, requiring that every temporary dumpster, no matter whether it sits on private property, in a public right-of-way, or on any other City-owned property, get prior approval from the City of Erie before it is placed. The code does not name a specific bureau for that approval within Article 1129 itself, so it functions as a general prior-permission requirement enforced through the Quality of Life Ticketing Program's standard machinery: any Public Officer, including police, code enforcement officers and building code officials, can issue a ticket for an unapproved dumpster (§ 1129.04), served by handing it to the violator, an adult household member, posting it on the property, or mailing it (§ 1129.06).

Each day the unapproved dumpster remains is a separate offense (§ 1129.07). An unapproved dumpster that also blocks a sidewalk, driveway or street can trigger a second, related ticket under QOL-35, obstruction of public rights-of-way, and if it accumulates rubbish or attracts illegal dumping around it, QOL-1 and QOL-3 can apply as well. The City can abate the problem itself once 48 hours pass after a ticket issues, billing the owner $75 per worker per hour plus materials and a 20% markup, or direct a contractor to do it and add a 30% processing fee (§ 1129.08).
