6740 requires screening for outdoor storage areas and refuse or recycling collection areas that sit within or next to a vehicular use area, for every property type except single-unit dwellings, accessory dwelling units, and middle housing, which are exempt from the screening standard altogether. 6740(1) bars placing the storage or collection area inside a required front or maximum yard setback or a required landscaping strip. The screening fence itself has to run between 6 and 8 feet tall, built of wood, metal, masonry, or another permanent material, and be 100 percent site-obscuring on every side except the pedestrian entrance, where the fence only has to be at least 50 percent site-obscuring, the kind of standard achieved with slatted cyclone fencing.

6740(5) allows up to 12 inches of unobscured gap measured from grade on any side of the enclosure, as long as that gap is covered with material, such as cyclone fencing, that still keeps debris contained inside the structure. The section was last amended by Ordinance No. 20716, enacted November 25, 2024, effective January 2, 2025, after two earlier versions were remanded and administratively removed.
