4 sets a specific standard for dumpsters: screening must be a minimum of six feet tall, must wrap all four sides of the dumpster, and must incorporate a wood fence or other opaque gate device so the dumpster can still be accessed for collection. The screen material can combine evergreen plantings, wood, or masonry. B exempts one-, two-, and three-family residential structures on their own lot from the whole Article, so a single-family household's own trash cans are not covered by this dumpster rule. D caps total required landscaping (including screening) at 15 percent of the lot area so the screening mandate cannot be stretched to force a redesign of the whole site.
