If the dumpster will sit on a Town street or right-of-way, the homeowner or contractor must obtain a Right-of-Way permit from the Department of Public Works, typically with reflective cones or barricades required overnight, and proof of the hauler liability insurance. Dumpsters on private driveways generally do not require a permit but cannot block sight triangles, fire hydrants, or ADA pedestrian access. Burning of dumpster contents is prohibited, and disposal of hazardous waste, medical waste, tires, or refrigerant appliances in a general dumpster violates state solid waste regulations (9 VAC 20-81).
