Jefferson Parish, LA Trash & Recycling: Dumpster Rules (2026)

Jefferson Parish Code Sec. 16-4(d) treats any bulk waste container, dumpster, or roll-off box as a permitted structure, not something a property owner or hauler can simply drop off. The owner or leaseholder must apply with the director of the department of building permits before the container arrives; a bulk waste container service company that delivers one without proof of a filed application has 45 days to remove it or faces a $100-per-day fine. Construction dumpsters placed on private property during a building project are exempt from the permit. The permit application must state the number and location of every container on the property, and a modified permit is required to relocate a container or add more of them. Fees run every two years in advance: $12.50 for sites with three or fewer containers and no violation history, $25 for sites with more than three, plus a $6.00 special-events permit good for three months (the code's own example is Mardi Gras) and a $10 delinquent-filing fee.

Placement is tightly controlled. Containers cannot sit in the front yard, defined as the area between the front property line and the front building line, except under a hardship variance appealed to the bureau of administrative adjudication for a $150 filing fee capped at $5,000 per lot. They also cannot occupy a required parking space counted toward a building's square-footage ratio, though the director may allow narrowing spaces to no less than 8 feet 6 inches to fit the enclosure. Every dumpster needs an on-site enclosure fully closed on four sides, built at least six feet tall or 12 inches taller than the container, whichever is greater, with a service gate of sturdy metal frame and opaque facing, set on a poured concrete pad. Businesses generating garbage, liquid waste, or food byproducts may need a raised slab with a covered, sewer-tied drain.
