Full Breakdown

Chapter 17 defines a 'roll-off container' at Sec. 17-1 as a container designed to be loaded and unloaded from a truck, supported on casters, used to collect and transport solid waste from residential or commercial premises, and approved by the Resource Recovery and Waste Management Division, so an unapproved box can't be dropped on a property. Providing that drop-box service falls under 'unscheduled solid waste handling services,' which Sec. 17-44(a) requires to be provided by a collector pursuant to a nonexclusive permit granted by the county.

Applicants file a verified application with the resource recovery and waste management division showing their business identity, the solid waste facility they'll use, proof they can recycle at least fifty percent of what they collect, and evidence of adequate equipment; the director decides within thirty days, and a denied or revoked applicant can appeal to the board of supervisors. Permits run five years and are renewable. Once permitted, every container used must meet Sec. 17-48's minimum standards: leak-proof, transported so nothing spills or blows out, and marked to ANSI public-access container standards, while Sec.

17-49 requires the box be kept clean and sanitary and Sec. 17-50 requires the collector's name, phone number, and bin number printed in letters at least three inches high. Sec. 17-45(b) bars using roll-off or compactor service as a substitute for a property's regular weekly collection, and landscapers, tree trimmers, and self-haulers of their own residential waste under the volume thresholds in Sec. 17-44(k) are exempt from the permit.

Violations & Fines

Dropping a roll-off box or running drop-box service without the Sec. 17-44 permit, or using a container that fails the Sec. 17-48 through 17-50 marking and maintenance standards, is enforced under Sec. 17-82: an infraction fined $100 to $500 for repeat offenses, or a civil penalty up to $25,000 per day for a willful violation under Sec. 17-81.

Frequently Asked Questions

Do I need a permit to rent a roll-off dumpster in unincorporated Santa Barbara County?
The collector providing the roll-off does. Sec. 17-44 requires anyone offering unscheduled solid waste handling services, including drop-box or roll-off container service, to hold a nonexclusive county permit, and the box itself must be a container approved by the Resource Recovery and Waste Management Division under Sec. 17-1.
What must be printed on a roll-off container?
Sec. 17-50 requires the collector's or owner's name, telephone number, and bin number printed on each side of the container in letters and numbers at least three inches high, so code enforcement can trace an unattended box back to its owner.
Can a roll-off replace my regular weekly trash pickup?
No. Sec. 17-45(b) bars using unscheduled services, including roll-off boxes and compactors, as a substitute for regular solid waste handling service, and the resource recovery and waste management division enforces that rule against both collectors and customers.
