Rapides Parish, LA Trash & Recycling: Dumpster Rules (2026)

Sec. 24-10 targets the wash-down water generated when new commercial facilities clean their dumpster pads and solid-waste receptacles with high-pressure pumps, hot water, steam or detergent. The section doesn't set a placement distance or screening rule for the dumpster itself, since unincorporated Rapides Parish has no zoning code to do that, but it does control where the resulting liquid waste can go. Under Sec. 24-10(a), that wash water cannot reach the MS4 at all unless the facility holds a valid NPDES permit from the Louisiana Department of Environmental Quality.

Absent that permit, Sec. 24-10(b) requires the wastewater to be routed instead to the sanitary sewer, and the developer or owner must keep ordinary storm water runoff from entering that sanitary connection by a method the Rapides Parish Police Jury approves. Sec. 24-10(c) adds a pretreatment backstop: any discharge entering the sanitary sewer still has to satisfy the local discharge limits set in parish ordinance, and if the wastewater exceeds those limits it must be pretreated on-site to cut pollutant concentration before it's allowed into the sanitary sewer.

Because Sec. 24-10 sits in Article III of Chapter 24 (Storm Water), it's enforced the same way the rest of the MS4 program is: the director of public works can issue a notice of noncompliance or a cease-and-desist order under Secs. 24-22 and 24-23, which can go as far as terminating the building permit for the site, and the escalating fine schedule of Sec. 24-25 applies to noncompliant commercial dumpster-cleaning operations exactly as it does to any other prohibited MS4 discharge.
