Whitfield County, GA Trash & Recycling: Dumpster Rules (2026)

Code § 7-87 governs every vehicle and container a permitted collector uses to move solid waste in unincorporated Whitfield County, and roll-off dumpsters get specific treatment. Under subsection (a)(2), a qualifying vehicle must carry the collector's business name, address and/or phone number plus its tare weight and vehicle identification number painted or affixed in letters at least three inches tall; when roll-offs are in use, the collection vehicle's tare weight must appear on the truck and each individual roll-off box must separately display its own tare weight, so a facility can subtract the container weight and bill only for the waste.

Subsection (b) adds construction standards: roll-off boxes must be of welded construction, their doors tightly fitted to be leak-proof and spill-proof, and built to accept a tightly fitting tarpaulin cover or diaper so waste cannot escape on the road. The same subsection requires all loading openings on any collection vehicle body to have tightly latching, gasketed doors that are leak-proof, dust-proof and odor-proof to the maximum extent practicable, and unloading doors must carry chains to hold them open safely during dumping. Every roll-off and collection vehicle, along with its contents, is subject to inspection at any time by law enforcement and the Dalton/Whitfield Regional Solid Waste Management Authority before the contents are discharged, and the collector must keep documents on board identifying the origin and nature of the load.
