Sec. 10.9 is written broadly on purpose: it reaches dumping in a street, alley, lane, public place, private property belonging to someone else, or any body of water inside the city, and it treats letting waste accumulate for more than seven days on property you own, possess or control as its own separate violation, not just an active dumping act. The section carves out a narrow exception for material staged for hauling: garbage, refuse, yard waste or recycling can sit on the untraveled part of a street, alley or lane, or on private property, while waiting to be picked up, as long as it is kept the way Chapter 10 otherwise requires, such as bundled brush under Sec.
