Blaine has no separate city dumping ordinance for this question; illegal dumping is governed by Minnesota Statute 609.68, which makes unlawfully depositing garbage, litter or debris on public lands, waters, highways, or another's private property a petty misdemeanor. The city's street-obstruction rule (BCO 70-3) separately bars dumping items in the right-of-way.
Illegal dumping in Blaine is controlled primarily by Minnesota state law. Minn. Stat. 609.68 provides that whoever unlawfully deposits garbage, rubbish, cigarette filters, debris from fireworks, offal, or the body of a dead animal, or other litter in or upon any public highway, public waters or the ice thereon, shoreland areas adjacent to rivers or streams as defined by section 103F.205, public lands, or, without the consent of the owner, private lands or water or ice thereon, is guilty of a petty misdemeanor. This covers roadside dumping, dumping in lakes and wetlands, and dumping on a neighbor's property without permission. At the city level, BCO 70-3 prohibits creating an obstruction on any public street by placing or storing refuse, refuse/recycling/yard-waste containers, or other unauthorized objects in the right-of-way, which reaches abandoned trash and debris left in streets and boulevards. Because Blaine uses an organized collection system, residents should dispose of waste through their Walters cart service or approved Anoka County and private facilities rather than dumping. Yard waste and brush must go to curbside collection or designated compost/disposal sites, not be dumped on vacant land. Suspected illegal dumping can be reported to Community Standards at 763-785-6146 or to the Blaine Police Department for enforcement.
Under Minn. Stat. 609.68, illegal dumping of garbage or litter is a petty misdemeanor (a fine). Dumping or obstructing the public right-of-way may also be addressed under BCO 70-3 through city code enforcement.
