Chicago bans dumping ashes, refuse, or waste from a vehicle onto the public way (MCC 7-28-390) and dumping on any lot or parcel of real estate without a permit (MCC 7-28-440), also reachable under the solid/liquid waste rules of MCC 11-4-1500. Violations of any of these three sections are fined on a sliding scale set by MCC 11-4-1600: from $1,500-$2,500 for dumps up to 20 cubic yards of solid waste or 20 gallons of liquid waste, up to $30,000 for dumps over 100 cubic yards or 100 gallons.
Waste left in place adds $10,000 per day, and waste that migrates off-site to another property or the public way adds another $10,000 per day. The registered vehicle owner is jointly and severally liable with whoever operated the vehicle, and a license-plate image creates a rebuttable presumption of ownership. The city also pays a $100 reward for tips (via 311 or a signed witness report) that lead to a conviction or finding of liability under MCC 7-28-445.
