Chicago requires source-separated recycling citywide: residents, tenants and building owners must sort recyclables into designated containers and keep them separate from trash for collection.
This chapter shall be known and may be cited as the "Chicago Recycling Ordinance". Effective January 1, 2017, source-separated recycling shall be deemed to be the method of recycling used in the City of Chicago. Source-separated recycling requires all persons citywide to place recyclable material in designated recycling containers and to keep recyclable material separate from waste until such time that the recyclable material is collected for delivery to a properly permitted facility.

Under the Chicago Recycling Ordinance (Ch. 11-5), source-separated recycling has been the citywide method since January 1, 2017. Every refuse collection customer, homeowners, tenants and building owners, must recycle designated materials, equip common areas with clearly labeled recycling containers, and post signage explaining what belongs in them. Buildings not served by the city's Blue Cart program must contract with a licensed private hauler for recycling collection unless a hardship exemption applies. The Department of Streets and Sanitation enforces the chapter and may inspect premises and demand proof of compliance.
Violations & Fines
First violation: $500-$1,000; second within 12 months: $1,000-$2,500; third and later: $2,500-$5,000. Each day of noncompliance is a separate offense.
