When recyclables exceed the cart's capacity, residents may bag the overflow in Kraft paper bags, and newspaper specifically may be bagged or bundled and tied with string and set on top of or beside the cart.
Mixed paper gets different handling: it must always stay separated from newspaper, be flattened, and be bundled with twine running in two directions, whether it sits loose on the cart, inside a Kraft bag, or beside the cart.
