The City of Blaine bills residential properties directly for refuse and recycling; additional Walters services (yard waste, bulk items, appliances) are billed by Walters. Collection begins at 7:00 a.m., and the City advises having carts at the curb by 7 AM to avoid being missed. Service following a holiday may be delayed one day. Residents choose among three cart sizes (38, 68 or 96 gallon) at different monthly rates, and a Solid Waste Management state tax applies. Separate from the residential contract, any business hauling garbage in Blaine must be licensed: City ordinance (Chapter 62, Solid Waste) requires garbage haulers to be licensed, with a $75 license fee, a Certificate of Liability Insurance, and a license/permit bond of at least $2,500. Operating as an unlicensed hauler violates Chapter 62. For residents, missed-pickup and service issues are resolved through Walters and the City's Utility Billing Department rather than code enforcement.
