Sec. 03(E) lists among the city's specific public nuisances "the dumping of any effluent, garbage, refuse, yard waste, wastewater, or other noxious substance upon public or private property," a prohibition that covers dumping onto someone else's land as much as onto public property or waterways; a companion clause, Sec. 03(G), separately bars polluting any public or private well, cistern, stream, lake, canal or body of water with effluent, garbage, yard waste or other noxious substance. Chapter 98's garbage-collection rules reinforce the same conduct with a flatter statement: Sec.

13 says "it is unlawful to dispose of garbage upon any property in the city," without the nuisance framing, giving the city two overlapping routes, nuisance abatement and a direct garbage-disposal charge, to reach the same dumping. Operating an incinerator to burn garbage is likewise barred outright under Sec. 15. Enforcement of the Chapter 94 nuisance track runs through Sec. 06: the Health Authority can order removal, and if the responsible party does not comply, the city may remove the dumped material itself and assess the cost against the property as a special assessment collected under Minnesota Statutes Chapter 429. The Chapter 98 garbage violations carry their own penalty clause rather than the Chapter 94 nuisance penalty.
