Dunwoody, GA Trash & Recycling: Illegal Dumping (2026)

Article VI of chapter 24, the city's litter-control article, makes it unlawful under section 24-154 for anyone to dump, deposit, throw or leave litter, or to cause or permit it, on any public or private property in Dunwoody or in any waters in the city. The only outs are dumping at a site the state or a political subdivision has designated for disposal by an authorized user, depositing the litter into a proper receptacle installed on the property, or acting as, or with the consent of, the property's owner or lawful tenant.

Section 24-155 separately bans hauling an unsecured load that drops or shifts material onto the roadway, and section 24-156 requires construction site operators to control building debris, concrete washout, chemicals and sanitary waste so it doesn't cause water quality harm. Enforcement runs through section 24-157, which builds in two evidentiary presumptions: litter that falls from a vehicle, boat, airplane or other conveyance is prima facie evidence the operator violated the article, and litter bearing a person's name, such as mail, is a rebuttable presumption that person dumped it.
