Citrus County, FL Trash & Recycling: Illegal Dumping (2026)

Section 20-20 bans dropping, depositing, discarding or otherwise disposing of litter on public property or another person's private property anywhere in the county except at a public collection container, litter receptacle or solid waste facility, and requires any vehicle hauling loose material to be covered or tarped so nothing blows or falls off. Section 20-21 lets code compliance officers, sheriff's deputies, or municipal police issue citations, and builds in rebuttable presumptions to make cases provable: if litter was ejected from a vehicle onto a highway, right-of-way, adjacent property, private property or waterway, that is prima facie evidence the vehicle's owner or operator did the dumping, and litter bearing someone's name or address found on another's property is prima facie evidence it belongs to, and was dumped by, that person.

The county's road maintenance division collects litter and illegally-dumped solid waste from public collector and arterial rights-of-way, and may support community cleanup projects, but it does not remove materials from private property. 413(6), and it governs unincorporated Citrus County; Crystal River and Inverness enforce their own litter ordinances.
