Jackson County, MI Trash & Recycling: Illegal Dumping (2026)

Chapter VIII, Section 7 of the Jackson County Parks and Recreation Commission Ordinance, titled Littering and Pollution, sets three separate dumping bans that apply across every park, boat launch and recreation area the Commission administers. Subsection A bars discarding or depositing household refuse of any kind or nature in or upon the property of the Commission or in any Commission containers, which covers dumping trash from home or a vehicle rather than routine park litter. Subsection B targets water pollution specifically: no one may throw, cast, lay, drop or discharge into, or leave in Commission waters, any substance or matter, liquid or solid, that results in pollution of the water.

Subsection C is the general litter rule, requiring that any litter, refuse, liquid or solid go into containers the Commission has provided, rather than being thrown, cast, laid or dropped anywhere else on the property. Read together, the three subsections reach everything from a bag of household garbage left at a trailhead to oil or chemicals dumped into a park lake. The county's related camping rules in Chapter VI, Section 12(C)(4) separately require campers to discharge wastewater only into designated containers, drains or dumping stations, reinforcing the same no-dumping principle inside campgrounds.

Because Chapter VIII only reaches Commission-administered land and water, it does not cover illegal dumping on private land or roadside township property, which falls to other county or state authority.
