Racine County, WI Trash & Recycling: Illegal Dumping (2026)

No person shall dispose of, discharge or deposit any garbage, refuse, sewage, yard waste, solid waste or hazardous waste on property owned by Racine County. This section does not apply to persons who place solid waste in receptacles specifically designed and designated for solid waste storage or recycling.

(2) No person shall dispose of any refuse or waste material in any solid waste disposal receptacle or on property owned by Racine County if such refuse or waste material is not generated by Racine County operations or if such refuse or material is generated from a permanent or seasonal residence, business, or other commercial operation.

(3) No person shall deposit or dispose of solvents, paints, fuels, acidic solutions, antifreeze or other solutions, containers or other waste at the public waste oil collection points.

(b) Penalty.

(1) Any person convicted of a violation of this section shall forfeit not less than twenty-five dollars ($25.00) nor more than one thousand dollars ($1,000.00), together with the costs of prosecution and penalty assessment, and in default of payment thereof, may be imprisoned in the Racine County Jail for not more than sixty (60) days or until paid.

(2) Any person charged with a violation of this section may pay the amount enumerated in section 5-3 as a stipulated forfeiture and plea of no contest in lieu of court appearance. (Ord. No. 91-281, pt. 1, 4-14-92)
