Shelby, MI Trash & Recycling: Illegal Dumping (2026)

1, added January 27, 2025 by Ordinance No. 01-24, is Shelby's core anti-dumping and littering rule. Subsection A bars placing, depositing, throwing, scattering or leaving grass clippings, bush trimmings, leaves, refuse, waste or similar materials in any street, highway, lane, alley, public place or square, or on another person's private property; the only exception is depositing yard waste on Village streets directly adjacent to the source property, and only during designated Village-wide cleanup periods. Subsection B goes further and bars transporting or dumping refuse or waste materials in a way that litters any stream or public place, or another's private property, or obstructs any ditch, drain, culvert or gutter, capturing dumping that fouls drainage and waterways rather than just streets.

A related Subsection C restricts snow and ice removal: no one may deposit shoveled snow or ice on a sidewalk or roadway, or in the area between sidewalk and curb, except adjacent to the source property and only in a quantity that will not create a traffic hazard. 3, both enforced by the Chief of Police or Village Administrator with notice-and-abate procedures and cost recovery. Enforcement of the littering provisions themselves runs through Section 296-6's general Chapter 296 penalty.
