Penalty distribution under Β§455B.307A: revenues go to the state treasurer, with 50% directed to the state Department of Transportation for cleanup of litter and illegally discarded solid waste, and 50% deposited in the general fund of the county where the violation occurred, used exclusively for cleanup and prevention of illegal dumping in that county. Companion state regulation is 567 IAC 100 (the DNR's solid waste administrative rules) which provides the enforcement procedure. State authority for the broader scheme is Iowa Code Chapter 455B (DNR jurisdiction) and Chapter 455D (Waste Volume Reduction and Recycling). Sioux City Council recently scaled back the local-ordinance penalty structure - removing imprisonment as an optional penalty for many minor offenses including littering, with fines now in the approximate $65 to $600+ range under the general penalty schedule (Sec. 1.04.100).
