Sioux City, IA Trash & Recycling: Illegal Dumping (2026)

Sioux City's illegal-dumping framework operates on three layers. The local layer is Municipal Code Sec. 8.24.110 (in the chapter on offenses against public safety/health): no person, firm or corporation shall discard any litter onto or in any water or land of the city, except into authorized collection receptacles; and no person, firm or corporation shall permit litter of any kind to be placed or deposited upon private premises in a manner that may be carried onto the streets or alleys of the city. The state layer is Iowa Code §455B.307A (Discarding of Solid Waste - Prohibitions - Penalty), which prohibits the dumping or depositing of any solid waste in an area other than a sanitary landfill or a permitted area, with a civil penalty not to exceed $1,000 per violation. Penalty distribution under §455B.307A: revenues go to the state treasurer, with 50% directed to the state Department of Transportation for cleanup of litter and illegally discarded solid waste, and 50% deposited in the general fund of the county where the violation occurred, used exclusively for cleanup and prevention of illegal dumping in that county.
