No person shall deposit waste on any real estate or permit waste to be deposited on any real estate for which there is not valid and current license... for the operation of a waste processing facility or transfer station issued by the Division Director... No person shall deposit or permit the depositing of any solid waste (including yard waste) into any stream, spring, body of surface or ground water, whether natural or artificial, or along the bank of any body of water within unincorporated St. Charles County.
