Mesa, Tempe, and Scottsdale offer green-waste pickup. Commercial generators face no mandatory food-waste rules. The Maricopa County Air Quality Department restricts open burning of yard waste under Rule 314. Composting at home is allowed but not required.
No penalty applies to mixing food waste with trash. Illegal dumping of organics violates ARS 13-1603 (Class 2 misdemeanor, four months jail and $750 fine). Open burning violates MCAQD Rule 314 with fines up to $10,000 per day.
