Section 7.08.060 of the Glenn County Code requires that, unless special permission is granted by the Director of the Health Department, 'all garbage, rubbish and refuse created, produced or accumulated in or about dwelling units situated anywhere in the County, shall be disposed of or removed from the premises at least once each week,' and more often for other premises if necessary. Curbside service in the unincorporated franchise area is provided by the County's franchised hauler, Waste Management (WM), which collects trash weekly using 96-, 64-, or 35-gallon carts. Section 7.08.590 sets collection hours: 'The hours of collection in the residential areas shall be from six a.m. to six p.m. daily, and no collections on Sundays and holidays,' recognizing Christmas Day, New Year's Day, Thanksgiving Day, and July 4th. Hauling refuse for hire requires a County permit/license under Section 7.08.270, but that section expressly does not apply to persons hauling household refuse from their own residence, to farming/agricultural operations, or to businesses hauling their own waste — so residents may self-haul their own trash to the County Transfer Station near Artois instead of subscribing, where state organics rules allow.
Failing to remove dwelling garbage at least weekly, or hauling refuse for hire without the required permit, violates Chapter 7.08 and is enforceable as an infraction (a misdemeanor on the third offense within 12 months under Section 1.12.010), with each day a separate offense. Interfering with a refuse collector is separately prohibited by Section 7.08.250. Accumulated, un-removed refuse can also be abated as a nuisance with cost recovery.
