Marion County Code Chapter 8.05 (Ord. 1309) runs a franchised solid-waste collection system. Under MCC 8.05.100, it is unlawful for any person to store, collect, transport, or dispose of solid waste, recyclable material, or compostable material for compensation unless franchised by the county. Residents in unincorporated Marion County and served cities arrange curbside service through the assigned franchised hauler (for example, Valley Recycling and Disposal or Loren's Sanitation), which provides weekly garbage pickup and every-other-week recycling. MCC 8.05.150 also makes it unlawful to let solid waste collect and remain on a lot, and requires waste to be removed within 48 hours of vacating a premises. Salem, Keizer, and Woodburn coordinate collection under their own franchise agreements.
Providing unfranchised collection service, or allowing solid waste to accumulate on a premises, is unlawful under MCC 8.05 and enforceable through the county solid-waste code and nuisance abatement (MCC 8.10).
