Salem Revised Code Chapter 47 requires all city residents to use franchised haulers for solid waste collection. Residential accounts receive a grey garbage cart, blue recycling cart, green organics cart, and a red bin for special materials, with weekly garbage and biweekly recycling pickup.
SRC Chapter 47 (Solid Waste Management) establishes the franchised hauler system; six haulers serve six exclusive service areas. Residential service includes a 95-gallon grey cart (garbage), a 95-gallon blue cart (mixed recyclables), a 95-gallon green cart (mixed organics/yard debris), and a small red bin (glass, oil, paint, batteries). Carts must be placed at the curb on collection day, off the sidewalk, and at least four feet from all other objects. Garbage is collected weekly; recycling and organics are collected every other week. Multifamily properties of 5+ units are subject to mandatory recycling under SRC 47.
Violations of SRC Chapter 47 β including improper container use, chronic overflow, or failure to subscribe to service β may result in civil citations and penalties. Enforcement is by Public Works and Code Enforcement.
