Summary
Salem's solid waste code requires generators to keep recyclable material properly separated for collection. SRC 47.020's total source separation standard means newspaper, cardboard, glass, cans and other recyclables each go in their own receptacle, not mixed together, unless the Director has approved a mixed-recycling combination.
Recyclable material means any material or group of materials that can be collected and sold for recycling at a net cost equal to or less than the cost of collection and disposal of the same material. ... Total source separation means the complete separation by the generator of waste by type or kind of waste from all other types or kinds of waste. Total source separation requires each type or kind of recyclable material to be distinctly separated into a separate package, receptacle, or stack in preparation for collection. By way of example, but not limitation, source separation means newspaper, cardboard, glass, ferrous cans and waste wood are each placed in a separate receptacle and not mixed in the same receptacle.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: Code of Ordinances: Supplement 26 Update 1).
Full Breakdown
Chapter 47 defines what counts as recyclable and how it must be kept apart from other waste. Sec. 020 defines recyclable material as any material or group of materials that can be collected and sold for recycling at a net cost equal to or less than the cost of collecting and disposing of the same material, and defines total source separation as the generator's complete separation of waste by type, with each kind of recyclable material distinctly separated into its own package, receptacle, or stack before collection, for example newspaper, cardboard, glass, ferrous cans and waste wood each in a separate receptacle rather than mixed together.
The chapter also allows mixed recycling, where two or more recyclable types are collected together in a combination the Director has approved, giving Salem's franchised haulers flexibility to run single-stream or multi-stream programs. The chapter's purpose section, Sec. 015(e), directs the City to provide technologically and economically feasible recycling and resource recovery as part of its solid waste franchise system, and Sec. 030 gives the Director authority to adopt administrative rules implementing the recycling program's day-to-day mechanics, such as which materials a given franchisee currently accepts curbside.
Residents preparing recyclables for pickup must also follow the bundling standard in Sec. 145(f), tying bundles or bagging loose newspapers and magazines so they do not blow away before the truck arrives.
Violations & Fines
Salem enforces recycling preparation and separation requirements through Chapter 47's general civil-penalty and infraction scheme. A person who fails to comply with the chapter's receptacle and preparation provisions can face a civil penalty of up to $2,000 per violation under Sec. 47.240(a), with each day of noncompliance counted as a separate violation, in addition to an infraction fine under Sec. 47.245.
