Illegal dumping is prohibited at both county and state levels. MCC 8.10.070 separately bars unauthorized disposal of solid waste anywhere but a permitted disposal site. Statewide, ORS 164.785 makes offensive littering a Class C misdemeanor, and ORS 164.775 makes discarding trash within 100 yards of state waters a Class B misdemeanor.
