Section 4-2-3 assigns collection and disposal of all residential solid waste in the unincorporated county exclusively to Washington County Special Service District No. 1 through its authorized subcontractor, Allied/Red Rock, except when the owner or occupant personally hauls their own waste to the county landfill. Section 4-2-4 requires each residential unit to use an automated or semiautomated container that the district has approved and delivered to the property, though in isolated or rural areas where curbside pickup is not feasible, the district's administrative control board can authorize collection stations, such as dumpsters or roll-off boxes, instead.

Any waste that does not fit in the assigned container may be set out in bags or manual containers placed close to the automated container. Under section 4-2-1, a manual container must hold more than twenty gallons but less than thirty-five gallons, have a tight-fitting, vector-proof lid, and its contents cannot exceed sixty pounds. Section 4-2-2 requires all solid waste generated in the unincorporated county, other than hazardous waste, lead-acid batteries, and used oil, to be hauled to the Washington County landfill on Landfill Road.

Section 4-2-7 further requires any private or commercial hauler to obtain a license from the district before collecting or disposing of commercial solid waste in the unincorporated county.
