Spokane County runs a mandatory regional solid-waste system. Solid waste generated in unincorporated areas must go to a system disposal site, and it is unlawful to fail to deliver, or ensure lawful delivery of, that waste (SCC 8.56.160).
Under SCC Title 8, the county 'exercises its right to control the disposal of all solid waste generated and collected within the unincorporated areas.' SCC 8.56.160 makes it unlawful to dump solid waste anywhere except a system disposal site, and states it is unlawful 'for every owner, tenant, occupant, or other person responsible for the condition of private property to fail to deliver, or fail to ensure lawful delivery of, solid waste... to a system disposal site.' Certificated haulers under RCW 81.77 provide curbside garbage service; residents may also self-haul to county transfer stations. Recycling collection follows SCC 8.58 (see recycling requirements).
Misdemeanor (up to 90 days/$1,000) plus civil penalties: $50 per noncommercial violation, $500 per commercial violation, each day a separate violation, doubled for repeats (SCC 8.56.190).
