Sec. 78-7 governs the license itself: it is nontransferable and privileged, meaning the county can attach conditions and pull it. Paragraph (1) requires contractors to collect solid waste from standard containers under their individual service contracts; paragraph (2) sets the collection floor at a minimum of once per week for residential customers; and paragraph (3) requires the waste to be enclosed in metal or plastic containers. Contractors must dispose of everything at a state-approved municipal solid waste landfill, currently the county's own facility at 11678 Hastings Bridge Road in Lovejoy (Sec.

78-7(5)). Standard container specifications come from the companion Sec. 78-6: containers must be plastic, metal, or another waterproof material, capped at 106 gallons and 100 pounds, sealed against water, odors, animals, and insects, with pet litter bagged separately. If a contractor violates any provision of the chapter, the county must notify it in writing, and the contractor then has five days to comply and confirm compliance in writing (Sec. 78-7(7)). Failing that, the county schedules a hearing before the governing authority, gives the contractor written notice of the time, place, and alleged violation, and lets it appear with counsel to answer the charge; if a majority of the Board of Commissioners finds a violation, it may suspend or revoke the contract or license, or place the holder on probation.
