02(A) requires every occupant whose premises generate kitchen and household refuse to provide containers at all times sufficient to hold all refuse between collections. Containers must be watertight and have a tight-fitting lid or closure, and must be sized so one person can handle or lift them unless the licensed hauler runs automated collection equipment. 02(B). 03, governing the annual refuse-hauler license issued by the Macon County Environmental Management Department, adds pickup-side rules for licensees: vehicles must be cleaned to prevent odors, kept watertight and covered so refuse cannot blow or spill out, and marked with the hauler's name, address, and phone number in letters at least three inches tall. m. Each licensee must also maintain an office, phone service, and reasonable hours so customers can reach an employee.
