St. Louis County, MO Trash & Recycling: Pickup Rules & Schedules (2026)

Section 607.181 sits in the county's Waste Management Code, Chapter 607, and it works as a floor rather than a menu. A licensed hauler cannot sell a household basic trash service and then treat recycling or bulky pickup as an optional upgrade, because the section attaches all three components to the moment basic trash service is provided. The trigger is the property type: any one- and two-family residence in St. Louis County. The duty runs to the hauler, not to the resident, and the lever behind it is the license the St. Louis County Department of Health issues, which is why the section names that department rather than a public works or zoning office.

Two of the three components run weekly and one does not. Trash goes out once per week and recycling goes out once per week, so a household on standard service is setting out two streams on the same weekly cycle. Bulky waste is twice yearly, which means the couch, mattress, or water heater that will not fit a cart is handled on a scheduled basis rather than whenever it appears at the curb.

Chapter 607 makes trash service itself mandatory countywide under §607.140, 'Waste To Be Collected,' where collection service is reasonably available, so §607.181 is the section that says what that mandatory service has to look like. In unincorporated St. Louis County the service is bought through the District Trash Program, which splits the unincorporated area into 8 districts and awards each district's work on competitively bid pricing, so the §607.181 minimum is written into the district contract rather than negotiated house by house. Municipalities inside the county may exempt their haulers from collecting recyclables where the city itself provides a recycling facility and meets diversion targets, which is why an address inside a municipality can see a different recycling arrangement than the unincorporated address a block away.
