Springdale transitioned from Waste Management to CARDS Holdings effective December 1, 2023, after the City Council awarded the new municipal solid-waste contract: 'Waste Management will service residents until Thursday, November 30th' and 'beginning Friday, December 1, 2023, Springdale will have a new solid waste servicer, CARDS Holdings.' Springdale Water Utilities continues to act as the billing agent - the solid-waste charge appears as a line item on the monthly water bill and is the only billing channel for the service inside the city limits. The standard combined trash-and-recycling rate effective February 1, 2026 is $20.33 per month; residents 65 and older who hold the water account in their own name qualify for an $18.33 senior rate with verification. CARDS provides a 96-gallon poly-cart for trash and a 65-gallon (or comparable) recycling bin, both bar-coded to the service address. Collection is weekly on a route day assigned by address; residents look up their day at ecowastesol.com/pay-online (after creating an account) or by calling CARDS at 479-435-9061. Carts must be at the curb by 6:00 a.m. on collection day - CARDS begins routes early and does not run make-up pickups for late set-outs. Service is restricted to addresses inside the Springdale city limits; properties outside the city or in unincorporated Washington County contract separately. Multifamily buildings with more than four units typically arrange dumpster service with CARDS or another hauler outside the residential program. CARDS publishes holiday-schedule and weather-delay updates through the @CARDSSpringdale Facebook page and direct customer notifications.
Carts placed at the curb after 6:00 a.m. on collection day risk being passed by CARDS, and the resident waits until the following week - there is no guaranteed make-up route. Persistent failure to present carts in compliance with the 6 a.m. set-out and clearance rules is enforced as a Springdale Code Chapter 42 nuisance by Code Enforcement (201 Spring Street). Removing or transferring a CARDS-owned cart from the service address when moving exposes the resident to a replacement charge on the Springdale Water Utilities bill and possible theft-of-services referral. Routing commercial or construction waste through a residential cart is a service-tier violation and CARDS bills the account for reclassification. Refuse left in alleys or non-designated spots is illegal dumping under A.C.A. Β§8-6-406 ($100-$1,000 first offense plus up to 8 hours community service).
