Springdale's yard-waste program changed on December 1, 2023 when CARDS Holdings replaced Waste Management. The previous sticker-based yard-waste system was discontinued; CARDS now offers an optional municipal yard-waste cart at an additional monthly fee for residents who want curbside yard-waste service. Bagged yard waste is explicitly prohibited - the City's published rule is that 'bagged yard waste' is not collected at the curb. Tree cuttings must be unbagged and limited to 5 feet in length. Larger storm-cleanup branches go through the Bulky Waste Pick-Up Program. Open burning of yard waste is restricted by ADEQ Regulation No. 18.
Springdale's yard-waste rules were restructured when the City transitioned haulers on December 1, 2023: 'For residents who purchase stickers for yard waste services, stickers will no longer be available. Instead, CARDS will offer an optional municipal yard waste cart.' The new model is an opt-in monthly subscription for an additional yard-waste cart (call CARDS at 479-435-9061 or email cityofspringdale@cardsrecycling.com for the current cart fee and availability), set out on the same weekly route as regular trash. Key operational rules: bagged yard waste is NOT collected - the City published trash-schedule guidance explicitly lists 'bagged yard waste' under prohibited items at the curb. Tree cuttings must be unbagged and no longer than 5 feet to allow workers and the truck arm to handle them safely. Grass clippings, leaves, and small garden trimmings should go in the optional yard-waste cart; raking leaves into the street or alley is separately prohibited as a Chapter 42 nuisance and as littering under A.C.A. Β§8-6-406. Owners or occupants are explicitly forbidden from leaving 'leaves, grass clippings and bulky waste' on streets or sidewalks - this rule was clarified in the 2018 lawn-care ordinance update. Larger storm-cleanup volumes (downed trees, major limb work) go through the City's Bulky Waste Pick-Up Program (Public Works, 479-750-8114) which specifically accepts large tree limbs as one of the listed bulky categories - residents schedule one of their two annual bulky pickups. Open burning of yard waste within Springdale city limits is restricted by Arkansas Department of Energy and Environment (ADEQ) Air Pollution Control Regulation No. 18 and the Springdale Fire Marshal; routine residential burning is generally prohibited.
Setting bagged yard waste at the curb results in non-collection - workers leave the material with a tag explaining the violation. Tree cuttings over 5 feet or bundled in plastic bags are left at the curb. Persistent non-compliance with yard-waste rules is enforced as a Chapter 42 nuisance by Code Enforcement (201 Spring Street) with the standard 7-day notice and lien-backed abatement workflow under A.C.A. Β§14-54-903 / Β§14-54-904. Raking leaves or blowing grass clippings into the street or alley violates the 2018 lawn-care ordinance clarification and Springdale Code Chapter 42, and exposes the resident to littering charges under A.C.A. Β§8-6-406 ($100-$1,000 first offense plus up to 8 hours community service). Open burning of yard waste within city limits without Fire Marshal authorization violates ADEQ Air Pollution Control Regulation No. 18 and exposes the resident to ADEQ enforcement plus Fire Department citation.
