Not accepted at the curb for bulky pickup: bagged yard waste (which goes through the CARDS yard-waste cart instead), paint and other liquid household hazardous waste, electronics including televisions (which need the Boston Mountain Solid Waste District household hazardous waste program), and polystyrene foam ('Styrofoam'). Setting bulky items at the curb without a scheduled Public Works appointment is treated as illegal dumping under Code Chapter 42 and A.C.A. Β§8-6-406 (littering, $100-$1,000 first offense plus up to 8 hours community service; up to 24 hours for repeats). Exceeding the 2-pickups-per-year limit or the 8 cubic yards per pickup, or the annual 4-mattress/2-couch furniture caps, results in items left at the curb with a tag and the resident must self-haul to Eco Vista Landfill or Boston Mountain Solid Waste District. Bagged yard waste, paint, electronics including televisions, and polystyrene foam are not collected and may be cited if left at the curb. Refrigerant-bearing appliances mishandled (cut open or vented by the resident) violate federal EPA Clean Air Act Section 608 / 40 CFR Part 82 with civil penalties up to $44,539 per day per violation. Larger-scale or commercial dumping may be referred to ADEQ under A.C.A. Β§8-9-401 et seq. for civil penalties up to $10,000 per day per violation.
