The Waste Management Code (Chapter 607) makes trash service mandatory countywide (§607.140 — 'Waste To Be Collected') if collection services are reasonably available. Unincorporated areas use the District Trash Program (8 districts) for competitively-bid pricing. Municipalities may exempt haulers from collecting recyclables if the city provides a recycling facility and meets diversion targets.
