Under Sec. 28-5(a), 'a request for water service (water meter assignment) to the city water department shall constitute a request and authorization for refuse department solid waste collection and disposal service,' and the refuse department bills for that service on a regular cycle. A customer who instead selects a licensed private hauler must submit written change notification to the director listing a termination date; the refuse department closes the county account only after the director confirms the private hauler's written takeover, and if no confirmation ever arrives the county keeps billing the resident (Sec.

28-5(b)-(c)). Some items fall outside ordinary weekly service: branches, grass, shrubbery clippings, leaves and similar yard debris can draw an additional service charge set by the board of county commissioners (Sec. 28-5(f)), and cleanouts from vacant property, basements, attics or garages are billed separately from the monthly rate (Sec. 28-5(g)). Residential bulky waste, by contrast, is collected free of charge once a month per customer, subject to department volume limits (Sec. 28-5(h)). Customers with a certified medical problem or disability may apply to the director for special collection arrangements directly from the residence, but must sign a hold-harmless agreement releasing the county from liability for any injury or property damage during that pickup (Sec. 28-5(j)).
