B.Solid waste carts, recycling carts, bags with an extra refuse sticker, curbside yard waste, and bulky waste shall not be placed in the street, in an alley, on a sidewalk, or on a vacant lot, unless approved by the Director.C.Carts shall be placed curbside for collection:1.With the lids securely closed;2.With the hinges facing away from the street;3.With a minimum clearance of three (3) feet on all sides of the cart from any fence, gas or water meter, fire hydrant, utility pole, utility box, container, bulky waste item, or other obstruction; and4.Where trees or other vegetation overhang the curbside area, carts shall not be placed underneath such overhanging trees or other vegetation.
