These county ordinances apply to unincorporated areas of Carroll County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Full Breakdown

03(A) gives haulers and residents 90 days before they must stop commingling recyclables with trash entirely. 02 backs this with a licensing system: after June 30, 1992, no person may collect, haul, or dispose of solid waste, including purchasing recyclables, in the county without a hauler license from the county, and every hauling vehicle must carry its own separate vehicle license sticker. 04(F).

Violations & Fines

Failing to provide recycling collection, refusing to segregate recyclables as directed, or skipping the annual reporting required by § 50.04(F) can lead the county to deny, suspend, or revoke a hauler's license under §§ 50.02 and 50.10. Beyond losing the license, § 50.99 makes any violation of §§ 50.01 through 50.10 a misdemeanor punishable by a fine of up to $1,000, up to six months in the Carroll County Detention Center, or both, in addition to a civil fine of up to $1,000 for a first violation and up to $5,000 for each later one.
